CLIENT STORY · CERTAPET · TELEHEALTH PLATFORM
A regulated platform rebuilt in 16 weeks. Cut over with zero downtime.
CertaPet connects people with licensed mental-health professionals for emotional-support and service-animal documentation. Odesa owned the end-to-end rebuild of intake, provider matching, letter generation and the audit trail: four people, sixteen weeks, about $142,000 below a comparable US project team, and live letter volume never stopped.

We were impressed with their cost, speed, and having a US-based interface. The onboarded developers were able to help us develop and launch a specific feature quickly and under budget. Clear communication, very responsive, and a solid team.

THE COMPANY AND THE CHALLENGE
A letter platform is a regulated workflow, not a marketing site.
CertaPet runs a national telehealth platform: a client completes an intake, is matched with a licensed professional in their state, and receives documentation with a full audit trail. The product team was capacity-constrained, and the rebuild could not interrupt live volume.
HIPAA, state-by-state licensing rules and document workflows made a generic offshore shop a risk. CertaPet wanted one owner for delivery, a project manager and engineers under one accountable partner, rather than three vendors passing work between them.
✓ One accountable owner for PM, architecture, build and QA
✓ A rebuild that respected licensing rules and audit requirements
✓ A cutover with no interruption to live letter volume
WHAT ODESA DID
Odesa ran the build. CertaPet ran clinical sign-off.
A fixed-scope, sixteen-week program with weekly steering. Odesa owned project management, architecture, engineering and QA. CertaPet retained product ownership and clinical and legal review at every gate.
Scope the regulated workflow
Intake, provider matching, letter issue and audit were mapped as one flow with the licensing rules that govern each state. Launch scope was fixed before the first sprint.
Build with the audit trail first
Immutable audit events on every step, role-based admin for clinical ops and support, document template versioning and state-specific letter rules.
QA against a healthcare checklist
A dedicated QA engineer with healthcare-adjacent checklist experience tested the flow end to end, including the failure and recovery paths a compliance review asks about.
Staged cutover, then hypercare
The new platform went live in stages with no multi-day outage of live letter volume. One engineer stayed on a 30-day hypercare extension after close.
THE RESULTS
Sixteen weeks. Four people. No outage.

WHY IT HELD
Three things made a regulated rebuild land on time.
One accountable owner
PM, architecture, engineering and QA under one partner. No handoffs between vendors, one steering call a week, one person answerable for the date.
Audit trail before features
Immutable audit events, role-based access and versioned templates were built first, so every later feature inherited the compliance model instead of retrofitting it.
A cutover planned like a release
Staged go-live, rollback paths tested in staging, and a named engineer on hypercare for 30 days after close.
